Everything You Need To Know About Reproductive Health Coverage In Illinois
Hey Illinoisans, You Might Already Have Coverage!
As of summer 2026, all qualified Illinois residents may be automatically enrolled in the HFS Family Planning Program (also known as the Family Planning Medicaid Program). I know what you’re thinking: what is it? why? And so what? Don’t worry, let’s walk through what all of this means together!
The HFS Family Planning Program: The Basics
The HFS Family Planning Program, sometimes referred to as HFS FPP, is a partial Medicaid benefits program that covers a wide range of primary and preventive care services open to all ages and genders*.
*I know what you are thinking, but yes, you heard us: ALL GENDERS. Despite its name, the HFS Family Planning Program is open to everyone regardless of how they identify. Sexual and reproductive health care is essential to everyone.
This program has two eligibility pathways but covers the same services. To qualify for ongoing 12-month coverage, you must:

- Be a resident of Illinois
- Have an individual income less than 213% of the Federal Poverty Level. As of August 2026, this means you must make $3,841 a month or less before taxes ($46,092 a year or less)
- Do not already have public health insurance coverage such as Medicaid, All Kids, or Moms & Babies.
If you do not qualify for 12-month coverage, you might still be eligible for Family Planning Presumptive Eligibility (FPPE). People of any age, gender, or immigration status can apply for immediate, temporary coverage in just 5 minutes at a registered provider. Want to check your eligibility? - You are eligible for immediate, temporary coverage if:
- You live in Illinois
- Have an individual income less than 213% of the Federal Poverty Level. As of August 2026, this means you must make $3,841 a month or less before taxes ($46,092 a year or less)
- You are not already enrolled in Medicaid coverage.
Coverage is confidential and there are zero out of pocket cost for services under FPPE. The FPPE application is administered verbally and must be completed in person with a registered provider. To locate an FPPE provider near you, click here.
What Services Are Covered Under HFS FPP?
- Physical exam
- Birth control (pill, patch, ring, Depo, implant, & IUD)
- STI testing and treatment
- HIV testing, PEP, and PrEP
- Preconception care, counseling, and labs
- COVID, HPV, Hepatitis, and mpox vaccines
- Emergency contraception
- Tubal ligation (getting your tubes tied) or vasectomy
- Mammograms, pap smears/pap follow-up
- Treatment for genital/urinary infections
- Abortion care**
**People who are pregnant should enroll in HFS Moms & Babies to receive timely care either to end a pregnancy (abortion) or start prenatal care. Moms & Babies is a full-benefit, zero-out-of-pocket plan that includes medical, dental, and behavioral health, extending to 12 months after the end of pregnancy (regardless of pregnancy outcome).
What Services Are NOT Covered Under HFS FPP?
The HFS Family Planning Program is a partial benefits program, which means it does not cover the same services as full Medicaid. The following services are NOT covered under HFS FPP:
- Emergency room services (i.e. broken bone, chest pain)
- Prescriptions NOT related to reproductive health services
- Behavioral health/ Substance use treatment
- Dental care
- Vision services
- Durable medical equipment
- Physical therapy
I Need Full Medical Coverage, Where Do I Go?
Individuals whose Medicaid coverage ends may be able to access primary and preventive care elsewhere. Federally Qualified Health Centers (FQHCs) serve uninsured and underinsured people regardless of their immigration status and ability to pay.
