Kira Eidson Phillips, JD

As Policy Analyst, Kira researches and analyzes state and federal reproductive health and Medicaid policy and develops policy recommendations and technical assistance resources to support state policymakers. She joined ICAN! in 2024 as a Reproductive Justice Legal and Policy Fellow with If/When/How. Prior to this, she worked in Illinois doing client-centered advocacy with survivors of sexual and intimate partner violence and engaged in writing and research focused on identifying reproductive justice responses to healthcare disparities and ending gender-based discrimination and violence. She received her Juris Doctorate from Georgetown University Law Center and her B.A. in Public Policy and Law from Trinity College-Connecticut.
